The short answer

Votel is not cheaper than HighLevel on usage. It is cheaper on the plan you need, and roughly level or more expensive on almost every metered line. We would rather you hear that from us than from your first invoice.

The plan saving is real. Votel's $97 plan gives you five sub-accounts where HighLevel gives you three, and Votel's $297 plan includes SaaS Mode, white label and markup rebilling, which HighLevel sells at $497. If you run four or five clients, or you want SaaS Mode without paying $497, that gap is the reason to look at Votel.

What eats the saving is volume. Email costs about three times as much on Votel, email verification eight times, and phone numbers and call recording cost more too. Below you will find every rate we could read, what a Votel AI call minute really costs, the meters that can surprise you, and five worked monthly bills side by side.

Every number here was read on October 13, 2026. Votel changes prices and model lists often, so check the live figures through Votel pricing (affiliate link) and, once you have an account, at Settings, Billing, Usage.

Which agency are you?

Votel is the cheaper choice if

  • You run four or five clients. Votel's $97 plan covers five sub-accounts. HighLevel's covers three, so you would need its $297 plan. In our worked example that is about $179 a month saved.
  • You want SaaS Mode. It costs $297 on Votel and $497 on HighLevel, so you start $200 a month ahead. That lead holds until your clients send roughly 150,000 emails a month between them.
  • You resell usage at a markup. HighLevel's $297 plan only rebills at cost. Votel's $297 plan lets you add a margin, which can pay for a large part of the plan. See the margin math.
  • Your calls are short. Votel bills in six second steps. HighLevel rounds every call up to a full minute.

HighLevel is the cheaper choice if

  • You run one account, or six or more clients without reselling usage at a markup.
  • You send a lot of email or use email verification.
  • One account handles more than about 1,600 AI call minutes a month.

  • The pricing page does not say what the free tier includes or when billing starts. Ask before you build anything client facing on it.
  • The $297 plan is presented as "$0/month net" because of the included AI credits. Those credits only pay for the AI Assistant, AI Worker and AI App Builder. They do not offset calls, texts, email or phone numbers.
  • One credit costs $0.25, so $297 buys 1,188 credits. The live account we checked showed an allowance of 1,192.5. Nothing published says what one credit buys.
  • The page labels the credit offer both "October only" and "for life" and does not explain whether the offer closes or the credits stop. Confirm with Votel before treating it as a permanent discount.

What a Votel AI call minute really costs

A Votel AI phone call costs $0.0722 a minute before LLM tokens on the cheapest voice. That is 1.85 times the advertised $0.039.

Platform fee$0.039$0.039$0.039

With call recording$0.0812$0.0912$0.1312
  • A web widget call has no phone leg, so subtract $0.014.
  • LLM tokens are billed on top at the model's rate. Votel does not publish tokens per minute, so nobody can state the true all-in figure, including us.
  • The public calculator shows the token rate but never adds it to the total. Switching from a $0.0001 model to a $0.03 model left its per minute total unchanged.
  • The public calculator prices the phone leg at $0.01 a minute. The in-app rate card says $0.014.
  • Votel bills in six second increments, so a 20 second call is billed as 24 seconds, not a full minute. That one genuinely helps on short calls.
  • The "$0.039 or free for a year" guarantee covers the platform fee only, not the full cost of a call.

How Votel billing works, and where it bites

The plan is a flat monthly charge. Usage comes out of a prepaid dollar balance that you top up with Add Funds or Auto Recharge. If the balance runs out, SMS and phone stop, so turn on Auto Recharge before any client depends on it. AI Assistant credits and AI media credits are two separate pools at $0.25 each. The plan allowance is used first, then credits are billed.

Six meters can produce a bill nobody planned for:

AI apps$9 per app every month, recurring10 apps left running is $90 a month
Code executionThe sandbox keeps billing about 2 minutes after the Assistant's last action, and about 10 minutes for the code editorMany short sessions each carry idle minutes

Smaller meters the public page never mentions: AI workflow runs and AI agent messages at $0.001 each, web search at $0.015, website import at $0.01 a page, and concurrent calls beyond five at $7 each a month. None is large on its own. A busy agency will see all of them.

Votel vs HighLevel, side by side

Votel wins on plan price for anyone who needs more than three sub-accounts or SaaS Mode. HighLevel wins or ties on most usage rates, and it has a flat rate AI option Votel lacks.

HighLevel plan prices are from its pricing page. Its phone and SMS rates are from its Phone System Pricing and Billing Guide (last modified October 12, 2026), and its AI rates are from its AI Product Pricing help article (last modified September 28, 2026).

Votel's "lowest priced AI voice" claim compares its $0.039 platform fee with other platform fees. HighLevel's engine is $0.045 but appears to include speech to text, which Votel bills separately at $0.0092. Like for like, the two are within half a cent a minute.

HighLevel's phone guide also adds a fixed 5% markup to carrier pass-through charges at sub-account level, but only when rebilling is enabled. With rebilling off there is no markup, which is how we priced every row here. If you rebill your clients on HighLevel, the comparison moves slightly toward Votel.

Five worked monthly bills

Out of six scenarios, Votel came out clearly cheaper in one, narrowly cheaper in one, level in one and more expensive in three. The clear win is the four to five client agency, where Votel's $97 plan replaces HighLevel's $297 plan. These totals are what the usage costs whoever pays it. If you resell usage to clients, read the margin section too, because it changes what the agency itself keeps.

Assumptions behind every row

  • One US local number per account. Each SMS is one segment. HighLevel SMS is priced at $0.01147, the $0.00747 base plus a $0.004 carrier fee.
  • AI minutes are inbound phone calls on the cheapest voice: $0.0722 on Votel, and $0.06 plus $0.01165 phone on HighLevel.
  • HighLevel uses whichever is cheapest per sub-account: pay per use, AI Employee Growth at $50, or AI Employee Unlimited at $97. Scenario 5 uses Unlimited.
  • Left out on both sides: LLM tokens, call recording, 10DLC fees and taxes.
  • Left out, and favourable to Votel if included: HighLevel rounding every call up to the full minute, and its 5% pass-through markup when rebilling is on. Scenario 6 adds both back in.
  • Scenario 6 assumes 150 calls of 40 seconds per client, the same 100 minutes of talk time as scenario 4. Votel bills each call as 42 seconds. HighLevel bills the phone leg as a full minute and the AI engine on actual time, and adds 5% to SMS and call minutes because rebilling is on. Short calls plus rebilling turn scenario 4 into a narrow Votel win of about $14 a month. Shorter calls widen it.
  • Left out, and favourable to Votel: the $297 of monthly AI credits on the $297 plan, which only matter if you use the AI Assistant heavily.

Three break-even points

  • The $200 a month a SaaS reseller saves on the Votel plan is used up at about 151,000 emails a month across all clients, from the email price gap alone.
  • HighLevel's $97 unlimited AI plan beats Votel pay per use once one sub-account passes about 1,600 AI call minutes a month.
  • Below 100 AI minutes and 3,000 emails per client, usage on the two platforms is within about $4 per client per month. At that size, the plan price decides it.

If you resell usage, count your margin, not just the cost

The scenarios above compare what the usage costs. An agency that resells that usage cares about something else: what it keeps. That is where Votel's $297 plan stands out. It includes rebilling with markup, so you can charge clients more than cost on texts, calls and email. HighLevel's $297 plan only rebills at cost. To charge a markup on HighLevel you need the $497 plan.

Here is scenario 3 again (10 clients, each sending 1,000 SMS and 10,000 emails and using 200 AI minutes), with a 20% markup on all usage wherever the plan allows it:

Votel $297HighLevel $297HighLevel $497
Plan$297$297$497
Markup you can charge on usageYesNo, at cost onlyYes
Usage at cost, all 10 clients$464.40$337.00$337.00
What your clients pay for usage, all 10$557.28$337.00$404.40
Per client per month$55.73$33.70$40.44
Your margin on usage$92.88$0$67.40
Your net platform cost (plan minus margin)$204.12$297.00$429.60

Rebilling at 20%, the Votel agency's platform effectively costs it $204 a month. That is $93 less than HighLevel at $297 with no markup, and $225 less than HighLevel at $497 with the same markup.

The trade-off is real: your clients pay more for usage on Votel. Here they pay about $56 per client per month against $40 on HighLevel at the same 20% markup, or $34 on HighLevel at cost. Part of your larger margin comes from Votel's higher base rates, which your clients cover. If your clients are price sensitive about usage, lower the markup on Votel or bundle usage into a flat package. If you already sell all-in packages, the client never sees the per-message rate, and the plan saving plus the margin is what matters.

How to use this before you switch

  • Pull last month's HighLevel usage: SMS, emails, call minutes, AI minutes, numbers. Run those counts through the rate tables above instead of trusting any average, ours included.
  • If you send more than about 50,000 emails a month, price that line first. It is the one most likely to erase the plan saving.
  • Leave Visitor ID off on high traffic client sites until you have set a budget for it.
  • Run a small pilot, then open Settings, Billing, Usage and compare billed amounts with your estimate before onboarding clients.

Frequently asked questions

Is Votel cheaper than HighLevel?

On the plan, often yes. Votel's $97 plan includes five sub-accounts against HighLevel's three, and its $297 plan includes SaaS Mode, which HighLevel sells at $497. On usage, mostly no. Email, email verification, phone numbers and call recording cost more on Votel, and most other meters are roughly level. In our six worked scenarios Votel was clearly cheaper in one, narrowly cheaper in one, level in one and more expensive in three. If you resell usage at a markup, Votel's $297 plan also lets you keep a margin that HighLevel only allows on its $497 plan.

Is the $0.039 per minute Voice AI rate the full cost of a call?

No. $0.039 is the platform fee only. Speech to text, the voice and the phone leg are billed separately, which brings the cheapest US phone call to $0.0722 a minute before LLM tokens, about 1.85 times the advertised rate. LLM tokens are billed on top, and Votel does not publish tokens per minute.

Does the $297 plan really cost $0 a month?

Only if you use enough AI Assistant, AI Worker or AI App Builder activity to consume the $297 of monthly credits. Those credits do not pay for calls, texts, email or phone numbers. The pricing page labels the offer both "October only" and "for life" without explaining how the two fit, so confirm the terms with Votel before relying on them.

Where can I see every Votel rate?

Inside the account at Settings, Billing, Usage. That page lists each service with the amount included, used, billed and the unit price. Apart from the $0.039 voice fee and the $0.25 credit, none of the rates on this page appear on Votel's public site.

When does HighLevel's flat rate AI beat Votel?

HighLevel's AI Employee Unlimited plan is $97 per sub-account per month, with phone charges still billed. Against Votel's $0.0722 per minute, it becomes cheaper once a single sub-account passes roughly 1,600 AI call minutes a month. Votel has no flat rate AI option.
